Here's an idea Zag and I came up with: Plot threads.

Make sure to name each plot and rumor you post. Why? Because you can develop on that plot in a next issue. Example:

Quote:

Rotten Apples: Blah, blah, blah, rotten apples are making people sick.

How would you react?
-Everyone: Never eat, ever. Die.

Quote:

(Followup from Rotten Apples) Healing Elixir: Blah, blah, blah, people get better.

How would you react?
-Everyone: Get better, stupid!

And they could go on for longer, but it would be best not to have one plot thread going on forever. Maybe a three-plot/rumor limit per thread.
